On one trip I visited both Hong Kong and Taiwan. When I had trouble buying train tickets in Taipei, an elderly man approached me and spent literally 5 whole minutes explaining to me what to do and what that little green token is for. He was going the other direction but didn't mind missing his train. When my train came, I thanked him and got onboard as he was still standing there waiting for his train.

In Hong Kong, I was in line in a 7/11 trying to load up my octopus card. When my card didn't register, the clerk looked very upset and told me to step aside as others pushed me from behind without saying a word.

Though this doesn't show the big picture, I have reason to believe that Taiwanese are much nicer.
